Mobile fits more because titles wrap to two lines and descriptions show more lines. Text is always measured at the same size (title 20px, desc 14px), so the px used stays constant across devices and only the available room changes.
The width measurement is exact; the real cut can shift a few pixels depending on the query, favicon, sitelinks and other SERP features.
